1990
January - The Council’s Plan of Development, 1990-1994, is published and distributed to all members.

February - The region's Union List of Serials is electronically published on compact disc.

March - The Five-Year Hospital Library Plan is approved and submitted to the State Education Department.

October - NC3Rs marks its 25th anniversary with an all-day conference on current topics in library automation.

1991
January - The Board approves membership of Saranac Lake Free Library.

March - "NORPAC" is the winning entry, submitted by Tom Lawrence from the Ogdensburg Correctional Facility, in a contest to name the 3Rs new regional catalog on CD- ROM.

May - The Council awards its first annual Award for Excellence in Library Service to Stanley Ransom, Director of the Clinton-Essex-Franklin Library System.

August - The Council announces the start of the Professional Development Program, which will award stipends to assist continuing education activities for staff of member libraries.

September - Philip Harnden joins the staff as Executive / Assistant Bookkeeper.

October - The Council office begins a fiche-to-fiche duplication service for member libraries.

1992
April - Thirty-three CD-ROM changers are distributed to member libraries under a $21,000 LSCA grant.

May - Eleven Professional Development grants are awarded over this past year to area library staff members.

May - Mary Bennett of Penfield Library, SUNY Oswego, receives the 1992 Award for Excellence in Library Service at the Council's annual meeting.

June - A directory of archival collections in the North Country is printed and distributed.

August - Three disaster preparedness supply depots are opened in libraries around the North Country, funded by the state conservation and preservation program. A disaster preparedness manual is published and distributed to 277 libraries.

October - The Council is awarded a $35,000 LSCA grant to increase the number of Electronic Doorway Libraries in the North Country. Twenty-four libraries without automation capability receive computers, modems, and CD-ROM drives. The Gouverneur Correctional Facility library joins the 3Rs Council.

1993
May -- The Annual Award for Excellence in Library Service is given to Thomas Blauvelt of the Council’s staff at the Council's annual meeting. Those attending enjoy lunch aboard a cruise boat on the St. Lawrence River.

The Board establishes an Advocacy Committee to increase awareness of libraries and library services in the North Country.

August - The Council begins to design an Internet Gateway to enhance access to Internet resources for North Country libraries.

1994
January - Laura Lynne Scharer joins the Council staff as Regional Archivist, responsible for records surveying and collection projects in the North Country. Funding is provided through the Documentary Heritage Program.

Franklin Correctional Facility library becomes a 3Rs member.

April - NorthNet, the 3Rs Council's gateway to the Internet, goes online for use by all North Country library staff.

May - The fourth annual Award for Excellence in Library Service is given to Nellie Mae Schauer of Indian River Central School during the Council's annual meeting, held in Saranac Lake.

July - The Council initiates a series of workshops and training sessions to provide hands-on Internet training to library staff.

October - The New York State Newspaper Project finishes inventorying and cataloging virtually all the newspapers published in the North Country since 1725.

December - The Hospital Library Program completes 11 years of providing circuit rider librarian services to 15 area hospitals.

1995
January - The Council opens a new computer lab in its Canton office for on-going small group Internet training.

April - Toll-free Internet access continues to expand through NorthNet, the Council's gateway. Free accounts have been opened for library staff and over 200 fee based accounts open for the public. In addition, the Council begins offering public access accounts to area libraries.

May - The North Country 3Rs Council celebrates its 30th anniversary at its annual meeting, held this year at the Riveredge Resort in Alexandria Bay. The 5th Annual Award for Excellence in Library Service is given to Steve Bolton of North Country Library System.

1996
January - The Council distributes its updated Five-Year Strategic Plan of Development to member libraries.

February - The 8th edition of NORPAC is shipped to over 300 libraries in the region.

May - During the Council’s 32nd Annual Meeting, Sara Kelly Johns of Beekmantown High School, receives the Council’s 6th Annual Award for Excellence in Library Service.

June - Thirteen member libraries become users of OCLC’s FirstSearch service at a reduced cost made available through the Council.

August - Three professional development grants are awarded. By year’s end, 14 grants have been awarded at an average stipend of $375.

December - The Council’s World Wide Web page is redesigned and put on NorthNet, the Council’s Internet gateway.

1997
The Council subsidizes shared access to Dialog@CARL and OCLC’s FirstSearch. These services give libraries online access to the national union catalog and more than 300 databases, including 100 online full-text newspapers.

The Council provides 785 free passwords to libraries and library staff across the North Country.

The Council subsidizes OCLC’s Group Access Capability, which allows small libraries to participate in the OCLC interlibrary loan system.

The Council offers continuing education / training in the following areas: Learn to Write Web Pages, Certification for Library Assistants, Internet: The Basics, Netscape Now, Archival Security, Stress Management / Time Management, Scanning: A Technology for All Librarians, Copyright - All You Need to Know, OCLC’s Passport for Windows, Online Search Services in the 1990s, Interlibrary Loan Basic Skills, and Netscape Search Engines.

May - Jeff Garvey of Samaritan Medical Center in Watertown, is the recipient of the Council’s 7th Annual Award for Excellence in Library Service.

1998
February - The 10th edition of NORPAC, the region’s catalog of holdings on CD- ROM, is shipped to 302 libraries.

May - Tom Lawrence of Ogdensburg Correctional Facility, is the recipient of the Councils 8th Annual Award for Excellence in Library Service.

July - The Council offers remote access server tools to libraries in the region.

October - The Council is the recipient of the Joseph A. Shubert Library Excellence Award during the Annual Conference of the New York Library Association.

November - The Council secures grant funds to create a World Wide Web version of its popular NORPAC regional catalog.

December - Joyce Ward retires from NC3Rs Council.

Ten academic member libraries receive a total of $74,840 in Coordinated Collection Development aid.

1999
February - For the first time, the Council newsletter, Points North, is available on the web. Also, a new Council publication, The Archives Associate, makes its debut.

Pamela Ouimet is hired as Communications Coordinator/Administrative Assistant.

Phil Harnden leaves the Council.

March - Phil Jones is hired as Business Manager.

May - The Council celebrates its 34th Annual Meeting in Alexandria Bay, where Janice Allen of the Paine Memorial Library in Willsboro, is presented with the 9th Annual Award for Excellence in Library Service.

July - The Council initiates free access to the Wilson Omnifile data base.

August - Twenty-seven Council member libraries receive recognition for achieving Electronic Doorway Library status; two member libraries (Crumb Library - SUNY Potsdam, and Penfield Library - SUNY Oswego) receive recognition for attainment of Advanced Level, Electronic Doorway Library.

September - The Council initiates its Northern New York HealthWeb.

October - The Council completes arrangements with DPEC (MindLeaders) for web-based individualized technology training; over 360 online courses are made available to all library staff in the region.

December - The Council launches its new online regional catalog IcePac, which contains all the holdings of NORPAC, the Council’s CD-ROM catalog, and all the monographic holdings of the region’s academic libraries.
